gpsd: Update to 3.14.

* _NO_ATOMICS patches are from upstream
 * Update the SConstruct-respect-sysroot-also-in-SPLINTOPTS.patch
 * Fix some QA warnings
 * Add PACKAGECONFIG for qt support
