cyrus-sasl: move plugin *.so symbolic links to cyrus-sasl package

The Cyrus SASL plugins are loaded without their version number so the
plugin *.so symbolic links need to be placed in the cyrus-sasl package
rather than the cyrus-sasl-dev package.
