xarchiver: add bzip2 to RRECOMMENDS_${PN}



error message for *.tar.bz2 was
tar: Error is not recoverable: exiting now
tar: Child returned status 2
tar (child): Error is not recoverable: exiting now
tar (child): bzip2: Cannot exec: No such file or directory
